Cyrille has wide-ranging expertise in public law, real estate law, law in relation to non-profit organisations and healthcare law.

He advises and represents both private and public companies, associations and foundations, local authorities, public establishments, elected representatives and civil servants.

Thanks in particular to his extensive experience gained at the Paris Tribunal administratif and France’s Permanent Representation to the European Union in the competition and state aid sector, Cyrille has in-depth knowledge of the public sector.

His understanding of the expectations and subtleties of public institutions allows him to suggest the most appropriate strategies and means of intervention and negotiation to his clients, both public and private.

His recent experience includes advising a public-sector institution affected by data breaches, including on making the required notifications to the French data protection authority (CNIL), revising the public contract with its outsourced IT provider, analysing the provider’s contractual liability, and drafting complaints against identified cybercriminals. Cyrille has also assisted numerous associations with defining their governance arrangements and revising their bylaws. He has organised proceedings before the Medical Council in connection with the reorganisation of medical practices and companies. He has obtained the annulment of several public contracts, both through pre-contractual interim proceedings and through proceedings on the merits brought by third parties against administrative contracts (known as Tarn-et-Garonne actions), on behalf of competing businesses and private individuals. In addition, he has led several training sessions for volunteers on civil and criminal liability, whistleblower protection, and combating discrimination.

In parallel, Cyrille supports and represents numerous local elected representatives on measures aimed at obtaining recognition for their right to express their opinions and to obtain information and documents or to re-establish the legality of local action. He also acts for these individuals, both as claimant and respondent, in electoral litigation and in cases concerning libel, slander or the financing of election campaigns.

Cyrille practiced law with the firm Gide Loyrette Nouel for 12 years before founding Rollin Prats.
